Côta Vera 1 is a nearly completed EB-5 master-planned community located in Chula Vista, California, within the larger Otay Ranch area in San Diego County. HomeFed raised $171 million from 268 EB-5 investors for Côta Vera 1, making it one of the company’s major EB-5-funded residential developments following The Village of Escaya. Public project updates also confirm that Côta Vera is part of Otay Ranch, one of the largest master-planned communities in the United States.

The project includes more than 1,000 for-sale homes, along with 285 market-rate apartments and 268 affordable apartments. Additional community features include a swim club, neighborhood parks, commercial space, a fuel station, and a luxury fitness component. Together, these elements create a walkable residential environment designed to support daily convenience, recreation, and long-term neighborhood growth.

From an EB-5 perspective, Côta Vera 1 is notable for its repayment progress. HomeFed began repaying eligible EB-5 investors in July 2024 and has repaid 100% of eligible investors connected to this phase, according to the project information provided. This positions Côta Vera 1 as a strong example of an EB-5 residential development with both substantial project delivery and meaningful investor repayment activity.

The broader Côta Vera community is planned as a mixed-use village with homes, apartments, community gathering areas, parks, trails, retail, and a town-center environment. Public HomeFed materials describe Côta Vera as a walkable mixed-use community in Otay Ranch, with long-term plans for thousands of homes and apartments, as well as commercial town center space.
